East Riding of Yorkshire Council operate ten Household Waste Recycling Sites, or HWRS for short. It’s more likely that you’ll hear them referred to as tips or dumps, and you’ll find them spread across the region.
If you’ve lived in another part of the country, you’re likely to have seen the term HWRC (Household Waste Recycling Centre) before – it’s just a different term used to mean the same thing in East Yorkshire.

At the present time, all sites are open from 10am until 5pm every day of the week. There are a couple of exceptions, as sites remain closed on Christmas Day, Boxing Day and New Year’s Day. In addition, all tips close an hour earlier at 4pm on Christmas Eve and New Year’s Eve.

East Riding Tips And Bank Holiday Opening
On bank holidays, tips across the East Riding of Yorkshire council region open as normal, with the exception of the following days where all HWRC sites remain closed:

East Riding Of Yorkshire Council HWRC Permits
East Riding HWRS facilities have introduced a policy of requiring proof of entitlement to use the tips. There are two ways that cover the vast majority of people visiting tips to demonstrate their entitlement:
- Produce a resident’s pass
- Show proof of address via:
- Driving licence
- Utility bill
- Council tax bill
- Bank statement
- Electronic equivalent
Where document proof is used, it should be a valid and current driving licence, or a current bank statement or bill (or one issued within the last 90 days).
Vehicles larger than family cars may only be admitted with a residents pass, and the same applies to cars advertising businesses.

How Do I Apply For An East Riding Tip Permit?
You cannot apply for a pass, they are automatically sent to all addresses paying council tax each January.
Can I Get A Replacement HWRS Pass?
You cannot get a replacement pass, as one per year is issued per household. You can, however, access the tip facilities without a pass by showing proof of address in a standard family car.
Do I Need To Book A Slot To Visit The Tip?
Some councils introduced booking systems in recent years to reduce the number of people on site at any one time. This does not apply at East Riding’s HWRC sites, so there is no need to book a slot to use the tip.
At busy times, you may need to queue to gain access, and you will need a resident’s pass or other proof of residency as detailed above.
